Pasco 8AH is a 3/8" T-handle torque wrench rated 80 in-lb (80#) for no-hub couplings.

No-hub (hubless) cast iron couplings are tightened to a set torque so the band clamps seal evenly. A T-handle torque wrench like this one lets the installer tighten each clamp to the same value without over-tightening. Confirm the torque specified by the coupling manufacturer and the hex size of the clamp screws before use.
